Instant Cash Solutions is a pretty simple system with just 3 steps:

As you would expected from an affiliate marketing platform each level gives you access to sell that level to other potential affiliates and learners. If you are only on the bronze level and refer someone who decides to get the platinum package, you will get no commission.
2. Copy and Paste The Ads Across Various Sites
Once you have signed up you are provided various ads, and ad copy to help you promote the system. The main selling point with Instant Cash Solutions is that its super simple. You can know really nothing about affiliate marketing, and use this system.

So it seems all that is happening, is people are moving money around, which is not a very good system or something that will have longevity.
